Cheryl didn’t arrive at this campaign from the outside.
- She chaired the longest-standing Commission on Common Ownership in Maryland and was an inaugural commissioner when Prince George’s County built its own from scratch. Cheryl continues to serve as a sitting commissioner and provide substantive advice .
- She founded the only Builders Roundtable in Maryland, putting developers and builders in the same room with the laws that govern what they build.
- As a sitting Trustee on the Maryland Affordable Housing Trust, she fights to bring real affordability to communities across the state.
- Sitting Board member on the Charles County Homeowners Dispute Review Board
- In Charles County, Cheryl helped carry the Plumbing Poverty Act, giving Nanjemoy residents the chance to restore their wells and bringing public plumbing to a historic community that had been waiting long enough. She is committed to expanding solutions for outdated plumbing infrastructure in Indian Head and other communities across Charles County.
After all of that, the question wasn’t whether she was ready.
The question was whether Charles County was ready to have someone at the table who had already been doing the work.
In May 2025, she contemplated the opportunity. In February she filed to run.

Featured Issue
Charles County is one of the fastest-growing counties in Maryland. The question is whether we manage that growth responsibly with roads, schools, and infrastructure keeping pace.
My experience negotiating with builders and representing homeowners has shown me what works, and what doesn’t. Development should strengthen existing communities, not overwhelm them.
I am committed to:
- Protecting homeowners and condo residents through transparent governance.
- Improving communication between HOAs, condo boards, and the County government.
- Supporting responsible development that respects existing communities and protects property values.
- Addressing infrastructure, traffic, and school capacity impacted by growth.
- Ensuring fair code enforcement and access to county services for all neighborhoods.
District 2 is where much of Charles County’s recent growth has occurred.
District 2 is the heart of where Charles County lives, works, and grows.
My priorities reflect the real concerns I hear from residents every day.

Advocating for solutions that address congestion along 301 and key District 2 corridors.

Ensuring development decisions align with school planning and long-term enrollment needs.

Supporting steady funding and proactive strategies to keep communities safe.
Leadership for All of Charles County
A County Commissioner is not a housing director. The job covers the full scope of county government.
Here is where Cheryl stands on each:
Budget and Fiscal Responsibility
Every dollar the county spends is a dollar from a taxpayer. Cheryl will approach the county budget the way she has managed community budgets her entire career: line by line, with accountability for outcomes, not just expenditures. Property tax decisions must reflect what residents are actually getting in return.
Infrastructure and Roads
Roads, bridges, and utilities are not optional. They are the foundation every other county service depends on. New development must pay for the infrastructure it requires. Existing residents should not absorb the cost of someone else’s project.
Public Safety
Cheryl has worked alongside the Prince George’s County Police Department’s Advisory Council and the Fire Chief’s Citizens Advisory Council for years. She understands that public safety is not just emergency response. It is code enforcement, mental health resources, after-school programming, and community trust built long before anything goes wrong.
Public Services
County services exist to serve every resident, not just those with the time and connections to navigate them. Cheryl will make sure Charles County’s services are accessible to working families, seniors, non-English speakers, and people with disabilities. If a service exists and people cannot reach it, it is not doing its job.
Zoning, Land Use, and Smart Growth
This is where Cheryl’s background is deepest. She has negotiated with builders, managed the aftermath of poor planning decisions, and seen what happens to communities when growth is approved without infrastructure to support it. District 2 will not get that. Not on her watch.
